Power of Attorney (POA) guidance...I am primary POA (health & financial) for my disabled mother...?

and I will be travelling out-of-the country for two weeks in September. My brother is secondary and will be travelling as well. I want to give/make sure my husband will be able to act on my behalf in case of an emergency while I am out of the country. Primarily, with the health POA. We live in CA. Any guidance on what to put in place is much appreciated.
