How can I run Mac OS (X) Programs in Windows XP?

Hi. I am wondering how to run certain "MAC ONLY" items in Windows XP, without installing/buying the Mac OS Operating System. So when I go to open 'dmg' files etc. they will run. I am looking for something a bit like Mac OS (X) Compatibility Viewer for Windows!!! Please Help!!!!
