Can you help me find a quote (political in nature) and it's source?

I don't know who but someone, many years ago, referring to the "Pax Americana" created after WWII, said something to the effect of "The rest of the world resents it even though they benefit from it, they won't help to pay for it and they'll be sorry when it's gone." That last phrase, "they'll be sorry when it's gone" may be an exact quote. If not then it's not far off. Many thanx.
